dear Sir Hercules,
I saw Sir F. Grey yesterday on the subject of a Colonial vessel of War at Hongkong, which he concurred with me in thinking very desirable and said that he should be happy to converse with you at any time on the subject, but that of course the purpose must be preceded by official application forwarded through the Colonial Office.
The subject has been already before the Admiralty in regard to vessels of the same character in Australia and elsewhere, and forwarding Reports of P&O Co's Letter from Captain Nolloth, 30th April 1864.
Although there appear to be some little difficulties as respects jurisdiction &c.
